The purpose of this letter is to request your CO-SPONSORSHIP of H.R.2961-the Student Loan Protection Act of 2013 (referred to as Christopher's Law) in honor of the late Christopher Bryski, which addresses the vulnerability of federal and private student loan borrowers and cosigners in the event of severe injury or death. This bill recommends amendments to the Truth in Lending Act and the Higher Education Act.

This is a non-controversial, bi-partisan, disclosure-based bill, which passed the House in 2010 (111th Session-H.R.5458) with the late Rep. John Adler and Rep. Spencer Bachus. The bill did not make it out of Committee in the Senate prior to the end of the 111th Session. The bill was again reintroduced in both the House and Senate during the 112th Session with no traction.

The Student Loan Protection Act of 2013 (Christopher's Law) recommends the following in relation to the severe injury or death of student borrowers and cosigners:
  • Ensuring private education lenders clearly and concisely define borrower and cosigner obligations;
  • Requiring the Consumer Financial Protection Bureau-CFPB to publish model forms outlining the obligations;
  • Explaining the terms “cosigner” and "default" as they pertain to severe injury or death of student borrowers or cosigners;
  • Providing information on the conditions required to discharge federal or private student loans due to the severe injury or death of student borrowers or cosigners;.
Current House sponsors of the bill are Rep. Bill Pascrell (D-NJ) and Rep. Jon Runyan (R-NJ),with Chairman Emeritus Spencer Bachus agreeing to be a cosponsor. Due to the recent passing of Sen. Frank Lautenberg, Senator Robert Menendez (D-NJ) has agreed to introduce a companion bill in the Senate, with Senator Elizabeth Warren (D-MA) agreeing to be a cosponsor.

The Brain Injury Association of America (BIAA), Brain Injury Association of NJ (BIANJ), Rutgers University, the National Association of State Head Injury Administrators (NASHIA), the National Association of Student Financial Aid Administrators (NASFAA), Evesham, NJ Mayor Randy Brown, and NJ Senator Dawn Addiego officially endorse this bill.
